Amidst Predictable Balkan belligerence and Russia's dire threats, Kosovo interference deemed legal but illegal, Serbs promise this is just beginning!

Kosovo, Serbia, Russia, like the middle east will be part of Bush's Forever War!

European Commission President Jose Manuel Barroso said here on Thursday that the European Union's civilian mission to Kosovo has not violated international law. "In our opinion, the EU mission is not in contradiction with UN Security Council Resolution 1244 and international law," Barroso said at a joint press conference with British Prime Minister Gordon Brown, in a reply to a question whether the mission goes against UN resolution and international law.

"In fact the United Nations Security Council Resolution 1244 authorizes international organizations, including the European Union to establish international civil presence in Kosovo," he said.The resolution "authorize UN secretary general, with the assistance of relevant international organizations, to establish an international civil presence in Kosovo" to oversee "the transfer of authority from Kosovo's provisional institutions to institutions established under a political settlement," Barroso added. Under Resolution 1244, he said, the international mandate in Kosovo could continue "unless the Security Council decides otherwise."

* The EU is planning to deploy a civilian mission of more than 2,000 police and legal personnel to help the transition from UN administration to local rule in the ethnic Albanian-dominated Kosovo, which unilaterally declared independence from Serbia on Sunday. Russian Foreign Minister Sergei Lavrov said Wednesday that the European Union (EU) has violated the international law by sending its mission to Kosovo, local media reported. "The EU mission is being sent there in violation of international law. The EU is sending its mission to Kosovo unilaterally, without a sanction of the UN Security Council, with the task of ensuring the supremacy of law, Lavrov said, describing the fact as a "bitter irony."

"We are being told that Resolution No. 1244 is the basis for sending the EU mission and for the unilateral proclamation of Kosovo's independence. This is not true," Itar-Tass quoted the minister as saying. It is common knowledge that the talks of seeking a political settlement for the Kosovo issue were artificially disrupted due to outside interference, he added. Lavrov stressed that Serbia's territorial integrity was reiterated not only by Resolution No. 1244, but also by Resolution No. 1785 of the UN Security Council. Spokesman of Russian Foreign Ministry also said on Wednesday that EU's move of sending mission to Kosovo lacks legal basis.

* Moscow warned the danger of such a move, saying it could undermine the foundation of global peace and stability that has been built over decades. On Tuesday, Lavrov reiterated Russia's position on Kosovo's independence in a telephone conversation with United States Secretary of State Condoleezza Rice, saying Russia will not acceptable Pristina's unilateral declaration of independence. America and other Western nations issued a sharp rebuke to the Serbian Government yesterday, after the worst riots in Belgrade since the fall of Milosevic led to the burning of the US Embassy and attacks on those belonging to Britain, Germany, Croatia and Turkey. The European Union promptly froze all further discussion of a new partnership with Serbia until the situation had calmed down, and US missions across the Balkans were put on high alert. The riots, prompted by anger at the West's recognition of Kosovo's independence, were blamed by the Serbian authorities on “hooligan elements”, but were clearly incited by nationalist politicians. Vojislav Kostunica, the Prime Minister, had earlier called a rally against independence a “magnificent” demonstration of Serb feeling.

Russia, which has fiercely opposed the independence declaration, blamed the West for not anticipating the reaction. Its envoy to Nato said in frustration that Moscow might have to turn to “brute military force” to make itself heard if Nato overstepped its authority in Kosovo. Much of this is probably bluff. Western governments anticipated trouble, must remain on alert in the Balkans and will need to hold their nerve in the coming weeks. What matters is that the Serbian Army remains in barracks, and that Russia has made it clear it would not become involved in any armed conflict over the breakaway province.

The flashpoint is in Kosovo itself. Thousands of Kosovan Serbs, swelled by kinsmen from across the border, clashed with United Nations police yesterday in Mitrovica, the main town in the three northern Kosovo provinces where most of the 100,000 ethnic Serbs live. They are hoping to thwart any attempts by the Albanian majority Government in Pristina to exercise authority over them, swearing continued allegiance still to Belgrade. Their case may indeed find support not only in Russia: those European Union countries worried by the Kosovan precedent may argue that if the province's independence is accepted as a special case, the logic of the Serb provinces joining Serbia should also be accepted. There will be no coming to terms here either. As well as bush's middle east interference leading to a total breakdown before it encompasses the world. That will be the case here to. This is just beginning! As Bush stupidly says Serbia should accept his intervention and he will hold them accountable to protect his instigation, Serbs enact a plan to Sabotage Kosovo and you can be sure Russia is sanctioning this!

* One week since the declaration of independence, Serb authorities in north-western Kosovo are pushing hard to eradicate all institutions with any connection to the new state. And they are telling a cautious and already weakened UN mission, in its last months in office, that it should allow this - or face dire consequences. ** There is genuine Serb grief over the loss of Kosovo, but there is also a carefully calibrated plan to win important parts of it back, and to sabotage Kosovo as an independent state. The tools available include violence against property - grenades thrown at UN, EU, and Kosovan justice ministry buildings, and the carefully planned and executed burning down of two border and customs posts on 19 February. Privately, Serb leaders in the north say this is just the beginning.

What is different about Serb nationalism today, compared with the 1990s, is that for the moment its enemy is not the other nations of the Balkans. The enemy is instead those countries which recognize an independent Kosovo. The following I see as valid bones of contention and they will not be resolved. Customs posts: Serb leaders say they will not tolerate their continued operation, as the institutions of a sovereign state. But wait a minute, Bush said you have to accept what he wants!

Slobodan Samardzic, the minister for Kosovo in the Serbian government, described their destruction this week by mobs as "legitimate". Serbian Prime Minister Vojislav Kostunica is not sponsoring paramilitaries today, as the government did during the 1990s, but they are sponsoring violence against UN and Kosovan government property. * Bush seems to purposely seek out the the most tenuous unstable parts of the world create division and say he must have his way. What the hell is wrong with this idiot? My Mom was born in what used to be called "Yugoslavia" and is now called Slovenia. She didn't like the Serbs and said so.

Hubby and I talk about it quite often and we've reached the conclusion that considering the history over there, it's never going to change.

btw, I did visit Yugoslavia with my Mom twenty years ago. Things were different then but you could *feel* the rumblings of trouble while we were there.

So many crimes, so little time to report them. In the following example, a cowardly 'cop' turns off the video camera before beating hell out of a woman denied her right to make a telephone call. For insisting upon a Constitutional right she was beaten senseless and lucky to have escaped with her life.

Quite how Angela Garbarino received two black eyes, a broken nose, broken teeth and blood pouring from her head after a "slip and fall" is not quite explained by officials or ABC News, who ran with the headline Police Brutality or Slip and Fall?

The police are refusing to press criminal charges against the officer because "no one knows for sure what occurred." That's probably because this cowardly thug, Officer Wiley Willis, made sure his brutal assault wasn't recorded on camera.

If police arrived at a house where a handcuffed woman was lying unconscious in a pool of her own blood with two black eyes, a broken nose and broken teeth with a man standing nearby, who would the prime suspect be? Would the police refuse to arrest the man because no videotape of the incident took place or would they go with what every single piece of circumstantial evidence was screaming out had happened?

Had the rest of the nation paid attention to what had happened in Texas during Bush's failed governance of that state, this horrible and seemingly never-ending nightmare might have been avoided. The sorry state of "criminal justice" in Texas was the unheeded warning, the predictor of nightmare years that are here and now!

Much of the Texas prison system is outsourced to private firms. It is but a small step to contracting Blackwater to patrol US urban centers, as the combined forces of Blackwater, DynCorp, and Wackenhut were deployed in New Orleans. The result was disastrous.

In the meantime, the Department of Homeland Security moved forward toward the planned construction of "emergency detention facilities" --concentration camps in locations throughout the US, letting no-bid contracts totally some 385 million dollars to Dick Cheney's Halliburton ande KBR. As to be expected, the camps will be "activated" in the event of a terrorist attack or a declared "national emergency".

Just last week, Bush who supports draconian violatons of the right of citizens to be safe and secure inside their own homes, warned that terrorists are planning another attack that will make 911 "pale by comparison." Will a declaration of a national emergency lead to martial law and big fat juicy contracts to Halliburton, KBR, Blackwater, DynCorp and the other usual Dick Cheney cronies?

Is America finished?

Canada, U.S. Agree To Use Each Other's Troops In Civil Emergencies

22/02/08 "Canwest News" -- -- Canada and the U.S. have signed an agreement that paves the way for the militaries from either nation to send troops across each other's borders during an emergency, but some are questioning why the Harper government has kept silent on the deal.

Neither the Canadian government nor the Canadian Forces announced the new agreement, which was signed Feb. 14 in Texas.

The U.S. military's Northern Command, however, publicized the agreement with a statement outlining how its top officer, Gen. Gene Renuart, and Canadian Lt.-Gen. Marc Dumais, head of Canada Command, signed the plan, which allows the military from one nation to support the armed forces of the other nation during a civil emergency.

The new agreement has been greeted with suspicion by the left wing in Canada and the right wing in the U.S.

The left-leaning Council of Canadians, which is campaigning against what it calls the increasing integration of the U.S. and Canadian militaries, is raising concerns about the deal.

"It's kind of a trend when it comes to issues of Canada-U.S. relations and contentious issues like military integration. We see that this government is reluctant to disclose information to Canadians that is readily available on American and Mexican websites," said Stuart Trew, a researcher with the Council of Canadians.

Trew said there is potential for the agreement to militarize civilian responses to emergency incidents. He noted that work is also underway for the two nations to put in place a joint plan to protect common infrastructure such as roadways and oil pipelines.

"Are we going to see (U.S.) troops on our soil for minor potential threats to a pipeline or a road?" he asked.

Trew also noted the U.S. military does not allow its soldiers to operate under foreign command so there are questions about who controls American forces if they are requested for service in Canada. "We don't know the answers because the government doesn't want to even announce the plan," he said.

But Canada Command spokesman Commander David Scanlon said it will be up to civilian authorities in both countries on whether military assistance is requested or even used.

He said the agreement is "benign" and simply sets the stage for military-to-military co-operation if the governments approve.

"But there's no agreement to allow troops to come in," he said. "It facilitates planning and co-ordination between the two militaries. The 'allow' piece is entirely up to the two governments."

If U.S. forces were to come into Canada they would be under tactical control of the Canadian Forces but still under the command of the U.S. military, Scanlon added.

News of the deal, and the allegation it was kept secret in Canada, is already making the rounds on left-wing blogs and Internet sites as an example of the dangers of the growing integration between the two militaries.

On right-wing blogs in the U.S. it is being used as evidence of a plan for a "North American union" where foreign troops, not bound by U.S. laws, could be used by the American federal government to override local authorities.

"Co-operative militaries on Home Soil!" notes one website. "The next time your town has a 'national emergency,' don't be surprised if Canadian soldiers respond. And remember - Canadian military aren't bound by posse comitatus."

Posse comitatus is a U.S. law that prohibits the use of federal troops from conducting law enforcement duties on domestic soil unless approved by Congress.

Scanlon said there was no intent to keep the agreement secret on the Canadian side of the border. He noted it will be reported on in the Canadian Forces newspaper next week and that publication will be put on the Internet.

Scanlon said the actual agreement hasn't been released to the public as that requires approval from both nations. That decision has not yet been taken, he added.

President George W. Bush and his director of National Intelligence, Mike McConnell, are telling the American people that an unaccountable executive branch is necessary for their protection. Without the Protect America Act, Bush and McConnell claim, the executive branch will not be able to spy on terrorists, and we will all be blown up. Terrorists can only be stopped, Bush says, if Bush has the right to spy on everyone without any oversight by courts.

The fight over the Protect America Act has everything to do with our safety, only not in the way that Bush and McConnell assert.

Bush says the Democrats have put our country more in danger of an attack by letting the Protect America Act lapse. This claim is nonsense. The 30 year old Foreign Intelligence Surveillance Act gives the executive branch all the power it needs to spy on terrorists.

The choice between FISA and the Protect America Act has nothing whatsoever to do with terrorism, at least not from foreign terrorists. Bush and his brownshirts object to FISA, because the law requires Bush to obtain warrants from a FISA court. Warrants mean that Bush is accountable. Bush and his brownshirts argue that accountability is an infringement on the power of the president.

To escape accountability, the Brownshirt Party came up with the Protect America Act. This act eliminates Bush's accountability to judges and gives the telecom companies immunity from the felonies they committed by acquiescing in Bushs illegal spying.

Bush began violating the Foreign Intelligence Surveillance Act (FISA) in October 2001 http://www.msnbc.msn.com/id/10488458/ when he spied on Americans without obtaining warrants from the FISA court.

Bush pressured telecom companies to break the law in order to enable his illegal spying. In court documents, Joseph P. Nacchio, former CEO of Qwest Communications International, states that his firm was approached more than six months before the September 11, 2001, attacks and asked to participate in a spying operation that Qwest believed to be illegal. When Qwest refused, the Bush administration withdrew opportunities for contracts worth hundreds of millions of dollars. Bush has not been held accountable for the felonies he committed and for leading telecom companies into a life of crime.

As the lawmakers who gave us FISA understood, spying on people without warrants lets a political party collect dirt on its adversaries with which to blackmail them. As Bush illegally spied a long time before word of it got out, blackmail might be the reason the Democrats have ignored their congressional election mandate and have not put a stop to Bushs illegal wars and unconstitutional police state measures.

Perhaps the Democrats have finally caught on that they cannot function as a political party as long as they continue to permit Bush to spy on them. For one reason or another, they have let the Orwellian-named Protect America Act expire.

With the Protect America Act, Bush and his brownshirts are trying to establish the independence of the executive branch from statutory law and the Constitution. The FISA law means that the president is accountable to federal judges for warrants. Bush and the brownshirt Republicans are striving to make the president independent of all accountability. The brownshirts insist that the leader knows best and can tolerate no interference from the law, the judiciary, the Congress, or the Constitution, and certainly not from the American people who, the brownshirts tell us, wont be safe unless Bush is very powerful.

George Washington, Thomas Jefferson, and James Madison saw it differently. The American people cannot be safe unless the president is accountable and under many restraints.

Pray that the Democrats have caught on that they cannot give the executive branch unaccountable powers to spy and still have grounds on which to refuse the executive branch unaccountable powers elsewhere.

Republicans have used the war on terror to create an unaccountable executive. To prevent the presidency from becoming a dictatorial office, it is crucial that Congress cease acquiescing in Bushs grab for powers. As the Founding Fathers warned us, the terrorists we have to fear are the ones in power in Washington.

The al Qaeda terrorists, with whom Bush has been frightening us, have no power to destroy our liberties. Compared to the loss of liberty, a terrorist attack is nothing.

Meanwhile, Bush, the beneficiary of two stolen elections, has urged Zimbabwe to hold a fair election. America gets away with its hypocrisy because no one in our government has enough shame to blush.

I'm not as certain that Russia is bluffing as you might be, Jim.
NATO is tied up in Afghanistan, and the British military is in bad shape. The U.S. is pushed to the limit, too. Russia has been looking for a way to stand up to the West for some time now, and they seem to consider this a "noble" cause. Turkey is also miffed at us.
The geopolitics of the region are stacked against restraint. Remember, this is where WW1 started.

Russia would certainly block any Security Council resolution. Between Russian tanks and Serbian massacres, it could be over very quickly.

The Mad, Mad Middle Class

You may not agree, as Sara Robinson provocatively suggests, that the country is primed for revolution. But there is no doubt that large numbers of middle-class people are mad, really mad, about the damage Bush-league conservatism has done to the country and to their futures.

In fact, comments in a new Democracy Corps report, based on focus groups of Republicans and Democrats in Orlando, Fla., and Columbus, Ohio, reveal deep anger and frustration over policies that favor the wealthy and pull the ability to meet their basic aspirations further from their grasp.

Note comments like these:

Columbus man: "They talk about the economy as working for the very wealthy and I read in the New York Times that $200,000 per year is the new $100,000 per year in salary…That’s the standard of living to feel like you’ve really made it in America, $200,000 a year. For most people, that’s unattainable. They’ll never see that in two lifetimes. So I think it’s unfortunate that there is one-tenth of one percent of Americans own forty percent of the wealth in this country. That’s an obscene number. It’s a disgusting number."
Orlando woman: "I don’t like people having like no-bid contracts over there [in Iraq]. I think that has really escalated the cost of the war too. I mean this war is just unbelievable and the cost and the money could be going to help New Orleans, use it on domestic programs and helping other nations."
Columbus woman: "The war in Iraq, the amount of money being spent over there, and the cost of oil. It’s kind of all tied in. And then all of that filters down eventually to everyday people. And all of those costs eventually fall on our shoulders. On shoulders that are already pretty well packed."
From the rising costs of fuel to the effects of the mortgage crisis, the Democracy Corps sessions reflect a middle class that feels under siege. And the traditional conservative palliatives, as far as these people are concerned, no longer cut it.

When the focus groups were presented with two economic messages — one based on Republican stump speeches that focuses on making the 2003 tax cuts for the wealthy permanent and an alternative that emphasized such items as investment projects, extending unemployment insurance and child tax credits, these prospective voters were, in the Democracy Corps words, "overwhelmingly drawn" to the more progressive message.

Here's how a Columbus participant saw it:

It sounds like to me that the Republicans want to make the wealthy wealthier. Cut their stock dividend tax, they should have to pay taxes on that. I have to pay taxes if I pull my money out of my 401K. I have to pay a fee. So I think that they should be taxed just like we are, us working class people. The higher end market of people should be taxed just like I am. What taxes I pay, the percentage of the same taxes I pay should be the same taxes they pay for the money that they make.

And in Orlando...

You know if we start eliminating all those wonderful tax loopholes for corporations and requiring the wealthy and big corporations to pay their fair share we are going to have more money. It just makes sense.

Andrea Batista Schlesinger, who will be a featured speaker at Take Back America 2008, wrote about this middle-class anger almost two years ago in a way that now rings more true than ever. Her point was that "middle class does not equal middle ground":

Advocating for the middle class isn't inherently some kind of political compromise or centrist bargain, a la the Democratic Leadership Council. Raising the minimum wage is a middle class issue. Progressive immigration policy is a middle class issue. Reining in the power of industries to dictate our economic, energy, and health care policies is a middle class issue. Sound trade policy is a middle class issue. Just because you're talking about the middle class doesn't mean that your policy initiatives must consist only of tax credits and deductions that apply to a narrow income range. Advocating for the strengthening and expansion of our middle class shouldn't just be political code for "I'm inoffensive." It should mean that you're willing to do whatever it takes to create the economic policy that will directly benefit the overwhelming majority of Americans.

The seduction of Reagan-era sophistry — such as the line brandished by self-proclaimed conservatives campaigning for office that they trust the American people instead of the government, as if they had nothing to do with separating government from its role as an instrument of the people — has some residual strength. So does the conservative tactic of pitting groups against each other — hence the way illegal immigration, rather than bad trade and tax policies, surfaced as a reason why middle-class wage-earners were falling behind.

Still, the focus group analysis concludes, "voters are starving for a new economic vision that will strengthen the middle class and get our country back on the right track."

Progressives have the basics for that vision, but the challenges are to color in the details, inject it into the political debate in ways that touch both the anxieties and aspirations of middle-class families, and make sure that middle class voters know that there is an independent political force that will be fighting for their interests — working with the new White House leadership when it can, and confronting it when it must.

At Take Back America 2008 in March, progressive activists will have a prime opportunity to make that happen.

I really do not think it ends this way but we certainly are there right now and must realize it and come together. At the same time we must deal with the backlash around the world of what Bush has done.
you know, it used to be that police brutality was rare. It is become more the norm. You have seen it on TV. That Woman arrested for DUI. She was being belligerent but the cop was getting pissed. All of sudden he shut off the camera. Next thing you see is her beat to a pulp lying in a pool of blood. Of course the cop did nothing wrong!
As you know, Bush set the lying do what you want to get your way standard. It will get a lot worse as society and the world breaks down. We have to unite!

You know this is another part of the plan for a NAU. I remember discussions on this a while back. Funny but here I thought it was us liberals that were concerned with this and the right was basically complicit. Bush is just lying to and screwing everybody.
My primary thought on the unification of our military's is so we can respond yes to Canada but because the ice sheet is melting up North and Canada is more accessible plus others are extending their claims up there. This too is just one more region that is going to blow in this still developing Forever War!

Unlike Poole I do not think the middle class is primed yet. They are catching on and are seething. However Bush is as you know prepared at this point to take total control when the shit does hit the fan!
The American public is very passive and slow and as I always say, by the time a so called expert writes about a problem it is already beyond control.

I know Democrats started that but like everything else Bush has taken control and will exacerbate things as he is using it for his new (dis)order. this is just one more developing front in Bush's still developing Forever War and excuse for Bush to declare martial law on us too stay in control and fight them!

Yhep it's getting there. I just decided how I was going to point out that Kosovo has now estabished the parameters on which side of Bush's new order division the worlds countries are going to come down on. It depends on if you want your independence or it you want to keep the old order. Bush thinks he decides because he's the divider I mean decider.
I will put it together shortly. As for Turkey, bush has been advocting Turkey going after the PPK because the US and Turkey consider them terrorists. bush just wants them to withdraw quickly but I don't know. The Iraqi Govt. and now Al Sadr said they better get out quick or else. We will see!

The damage is done and the chief idiot will not relent until this too blows into total world war so he can implement what he thinks will be his new world order. This still developing nightmare none of us average citizens of the world want will not be avoided!
Never off topic but don't worry about Nader. He will be a non entity this time. Our bit concern to me is keeping Obama alive so he can help us out of this still developing mess Bush has created for our future!
