No!The White House yesterday said the interrogation technique called water boarding, as practiced by U.S. intelligence officials, does not amount to torture, one day after an administration official said publicly for the first time that such a method has been used. A White House spokesman said that President Bush authorized his CIA director to confirm on Tuesday the use of water boarding — commonly described as simulating drowning by covering the mouth with a cloth and pouring water down the throat — on three suspected terrorists.
"This program and the techniques used in it were determined lawful, through a process," said White House spokesman Tony Fratto. What the hell is that supposed to mean? Now I have to worry about my sons being water boarded because Bush says it is lawful through a process. Is he going to send out accepted water boarding techniques to NATO? These idiots are unbelievable! Mr. Fratto also said the technique is authorized currently, but could be used in the future if a rigid set of legal and procedural safeguards are followed. Senate Democrats, however, have demanded a government investigation into the matter to determine whether laws forbidding torture were broken.
Senate Majority Whip Richard J. Durbin, Illinois Democrat, told Attorney General Michael B. Mukasey in a letter Tuesday that he would stall the nomination of U.S. District Judge Mark Filip in Chicago to be deputy attorney general until Mr. Mukasey responds to his request for a criminal investigation and other torture-related inquiries.
Mr. Fratto clarified his comments on the legality of water boarding by saying that each specific time the technique has been used, its legality was "dependent on the circumstances." WTF is that can someone tell me? In the future, Mr. Fratto said in each case where officials think the technique is needed, the CIA director will present "a plan" to the attorney general, who in turn would judge its legality on a case-by-case basis. If deemed legal, the attorney general and the CIA director would present their plan to the president. A water boarding plan, so that is all the terrorists need to torture my sons! The Bush administration is backing off its unprecedented plans to commit the US military to defending Iraq's security for years to come without submitting the agreement to a vote in Congress, Secretary of Defense Robert Gates told the Senate yesterday. They have to figure out a way to lie and cover the unpalatable truth!
The plan, called a "status of forces" agreement, "will not contain a commitment to defend Iraq, and neither will any strategic framework agreement," Gates said during testimony before the Senate Armed Services Committee. Bull!
Last November, President Bush and Iraqi Prime Minister Nouri Al Maliki issued a joint declaration announcing their intention to negotiate a long-term compact that would include the United States providing "security assurances and commitments" to Iraq to deter any foreign invasion or internal terrorism by "outlaw groups."
The proposal sparked controversy because a Bush aide told reporters the White House did not intend to designate the pact as a "treaty" that would require Senate ratification. No US president has unilaterally given a security commitment - obligating the United States to go to war on another country's behalf if it is attacked - without congressional consent. Gates also told the committee that military operations in Iraq and Afghanistan could cost $170 billion in the next fiscal year over and above the $515.4 billion regular Pentagon budget that President Bush has proposed.
